An appraisal of government intervention in mitigating banditry: A case study of Gusau Local Government Area, Zamfara State

Background of the Study
Banditry has become one of the most significant security challenges in northern Nigeria, particularly in states like Zamfara, where criminal groups engage in violent activities such as kidnapping, armed robbery, and cattle rustling. Gusau, the capital of Zamfara State, has witnessed a sharp rise in banditry over the past decade, contributing to the displacement of communities, destruction of property, and widespread fear (Salihu, 2023). The impact of these criminal activities extends beyond security concerns, affecting economic activities, particularly agriculture, which is a primary source of livelihood for the people in Gusau LGA.

The government, both at the state and federal levels, has implemented various strategies to combat banditry in the region, including military operations, peace negotiations with bandits, and the establishment of community policing initiatives. However, despite these efforts, banditry continues to thrive, with persistent attacks on rural communities and infrastructure (Suleiman & Dada, 2024). This study aims to appraise the effectiveness of government interventions in mitigating banditry in Gusau LGA and explore the reasons behind the persistence of banditry despite the government's various initiatives.

Statement of the Problem
The persistent nature of banditry in Gusau LGA has raised concerns about the effectiveness of the government's interventions. While the military and other security agencies have been involved in operations aimed at curbing the activities of bandits, the problem remains widespread, with many communities still suffering from attacks and abductions. Additionally, peace talks with bandits have not led to lasting solutions, and the socio-economic development of Gusau has been severely affected. The core problem is the gap between government efforts and the realities on the ground, where banditry continues to disrupt local governance and livelihoods.

The study seeks to assess the effectiveness of government responses to banditry in Gusau LGA, the challenges faced in addressing this security threat, and potential solutions that could enhance the effectiveness of government interventions in mitigating the scourge of banditry.

Objectives of the Study

  1. To evaluate the impact of government interventions on mitigating banditry in Gusau LGA.

  2. To assess the challenges faced by the government in combating banditry in Gusau LGA.

  3. To propose recommendations for improving government strategies in addressing banditry in Gusau LGA.

Research Questions

  1. How effective have government interventions been in mitigating banditry in Gusau LGA?

  2. What challenges does the government face in addressing banditry in Gusau LGA?

  3. What strategies can be implemented to improve the government's response to banditry in Gusau LGA?

Research Hypotheses

  1. Government interventions in Gusau LGA have not significantly reduced the incidence of banditry.

  2. The government's response to banditry in Gusau LGA is hindered by logistical and political challenges.

  3. Enhanced community engagement and intelligence sharing will improve government efforts in combating banditry in Gusau LGA.

Scope and Limitations of the Study
The study focuses on Gusau LGA in Zamfara State, specifically examining government interventions against banditry between 2015 and 2025. The limitations of the study include the difficulty in accessing reliable data due to the sensitive nature of the issue and the ongoing security challenges in the region.

  • Banditry: Violent criminal activities involving armed groups, typically targeting rural communities for purposes such as kidnapping, theft, and extortion.

  • Government Intervention: The actions taken by government authorities, including law enforcement and military operations, aimed at addressing a particular issue or challenge.

  • Community Policing: A law enforcement strategy that emphasizes community engagement and collaboration with local residents to prevent and address crime.
